Abstract: This pre-feasibility study was conducted in Dapitan City of the Philippines in order to come up with an action plan necessary in developing the city as tourist destination in┬╖ Mindanao in addition from the well known places like Baguio, Tagaytay, and Zamboanga. The objective of the study is to have an action plan specifically for tourism sector in the area. It commenced with the examination of potentials inherent in the area such as the natural attractions (that is the pristinity of the white sand beaches), the scenic beauty (the mountain ranges, waterfalls) and historical areas. The study considered the positive and negative impacts of tourism. It used the demand and supply analysis to determine its feasibility. The study proposes an action plan which will be used as the planning guideline in the local and national levels for review and evaluation. The proposed action plan took into consideration the economic, socio-cultural, environmental and the policy implications. The action plan consisted the following components: proposed projects for development such as the development of white and brown sand beaches situated in the different barangay of the Dapitan City as well as the development of natural scenic spots such as the waterfalls and conservation of the important historical places. The agencies responsible for each type of activities were also pinpointed to avoid conflict and overlapping of functions. The interrelationships of projects within the proposed action plan were divided into four sectoral packages namely: economic, environmental, infrastructure and administrative. Plan of operations were drawn which will serve as guidelines in determining program priorities.
