Abstract: This study is part of a series of reports on a Rural Development Workshop conducted in Hambantota District, Sir Lanka in April/May 1982. Particularly, the study examines the roles and approaches of various intermediary organizations in implementing the strategy of community participation in planning for upgrading shanty settlements. An analysis of the overall constraints in undertaking the participatory strategy was carried out taking the cases of three study areas. Based on the general investigation conducted, the study concludes that providing shelter is not an independent solution to housing problems. Socio-economic and community development programs should be integrated in the approach of upgrading and improving squatter settlements. Finally, this integrated strategy could be effected by strengthening community involvement and participation in project planning and implementation. Initial stimulus could be provided by intermediary organizations which could also serve as a structure and vehicle whereby efforts of the community could be channelled and coordinated.
