Abstract: This thesis had main purpose to determine the state’s responsibility to solve the problem of domestic violence in Thailand. It attempted to identify the state’s action of the state concerning domestic violence in terms of law, policies and programs. Finding illustrated that in previous day, the issue of domestic violence was identified as private matter which not affected the society. It was a family problem which happened regarding the changing of the society. Thai government did not have specific or clear plan or policies concerning domestic violence. There are many shortcoming of the state’s action on this issue. Therefore, the problem of domestic violence was not solved. However, with the awareness of domestic women NGOs, they had advocated the government to pay attention on this topic for several years. As well as, with the commitment of the government to the international conventions concerning on women’s rights. As a result, the state had to produce a specific law on domestic violence as a national policy for responding to its problems. Recently, Thailand has a law on domestic violence. However, it is just the starting point of the Thai government seriously respond to the problem of domestic violence, there are many points of the law and other related program have to be improved.
