Abstract: This study investigates the process and methodology of NGO project identification, formulation, and start-up. It discusses the projects’ type and scope as well as the limitations faced in the process of identification and formulation. NGOs are aware of the need for a systematic project identification, formulation, and start-up process. The main purpose is to identify those factors that are vital to the development of the project and its successful approval and implementation. The important factors that affect the process are people’s participation and the participation of staff. Ideology as a means to formulate projects is of importance to large NGOs only. The most severe problem faced is insufficient data collection . Although there is plenty of information on rural development, these data are dispersed, and it is difficult for NGOs to utilize this information. Most of the NGOs seem to accept that the GOs understand the NGOs’ concept of project identification and formulation. The government policies and funding agencies’ policies and requirements seem to affect the large NGOs rather more than the small NGOs. But the large NGOs also gain some benefits which are derived from the projects that are in line with those agencies. In general, the small NGOs seem to be more flexible in project identification and formulation because of their small size and few staff. Suggestions are to stress more on training, seminars and workshops to develop staff skills for systematic project planning. There is also a need for a technical back-up and information centre to provide needed technical skills to smaller NGOs in particular.
