Abstract: This study investigates project planning and implementation of ru ral development NGOs engaged in the promotion of people’s organizations. Especially training methods of five NGOs operating in Chiangmai Province are studi°ed. Overall performance of all five NGOs was very sati s f actory. The research revealed that existing government policies, organizational ide ology, previous NGO experience, involvement and participation of staff and target villagers are i mportant factors . The most seve r e problems faced are insufficient data collection, inadequate communication with villagers, discontinuity of group activities and limited accessibil ity. Suggestions are to stress even more on participatory planning, up-to-date information, enhancement of NGO staff skills and the continuity of follow-up activities.
