Abstract: Development disparities is a common problem in developing countries. As post-independent country Timor-Leste is facing several critical issues in regional imbalance development. However, understanding of Timor-Leste’s development is fundamentals for a better future planning in order to diminish the gap. Therefore, the present research aims to measure inter-district disparity in social, economic and infrastructure and housing sectors at two time periods (2007 and 2012). It uses 1-0 data transformation method and computation of composite indices which have used by a number of scholars to standardize the value of development indicators. There are 16 development indicators have been selected for this research. Furthermore, a case study was designed to identify the factors contribute to the development disparity. The finding revealed that the common factors causing the gap is the unequal distribution of resource while the specific factors were identified as lack of economy diversity, infrastructure facilities and accessibilities. Overall development, the disparity exists among the districts. It is also observed that some district have high economic development but characterized by low social development. Therefore, this study concludes some suggestions to reduce the remarkable disparity by creating policy and programs for district to develop infrastructure and local economy activities.
