Abstract: One of the major objective of the agricultural planning of India is to bring about progressive reduction in regional inequalities in the pace of agricultural development and in the diffusion of the technological benefits. The process of development in the backward region should be upgraded while maintaining the progress of those areas which are relatively more developed. The diffusion of skill and technology in the less developed areas should bring about greater improvement in agricultural development. The recent trend in planning in India has been towards multilevel planning, but planners working at local level face the problems of lack of proper guidelines, availability of data and proper methodology. The shortcomings and other problems have been studied in detail taking one district in the state of Gujarat, Kheda District, as a sample. There is a marked difference in the agricultural development in most of the regions of kheda district. It is necessary to measure the regional variations existing in agricultural development in Kheda district, so that plans can be formulated to reduce regional imbalances. This study aims at assessing the applicability of a computerized informat ion system, which would help in measuring agricultural development in the regional variations at district level. The predominant economic activity in the sample district is agriculture which covers about 80 percent of the total area of the district. But there exist intra-regional inequalities among different sub- regions. The study identifies the locations with regional variations in agricultural development by using a GIS package (CARP). The study also tries to identify the gaps in existing data base at district level. It attempts to introduce computerized methodology which can be used for identifying intra-regional imbalances existing in a district. The specific procedure which was developed on the basis of CARP, results in multi-criteria map overlays. These are then converted into composite index maps showing the differents ubregions
