Abstract: This study attempted to test the applicability of several components of an automated Geographic Information System, in combination with conventional manual techniques, as a decision-support to rural road network planning. This was done by assessing the existing road transport network in a particular study area in Thailand, in relation to the socio- economic activities and development potentials in the area. In order to evolve a set of road project proposals and recommendations, the general objectives of the future rural roads development were defined, and criteria were set based on the perceived tolerable road network standard. Knowing the importance of road network planning as a part of the broader regional development planning, it is emphasized how this type of planning should be integrated and related with the other sectoral plans in the district. This aspect is initially given stress in this study, by identifying agricultural and population potential areas as priority areas for road improvement projects, that is, beside the assessment of their road access deficiencies. This study tested the possibility of assessing and planning road projects by using a cost- effective method through the use of proxy indicators in the absence of more quantitative measures that are commonly used in many transport planning studies. The result of the study also revealed that the relevant application of computer softwares can bring about efficiency in the road network planning activities at the district level.
