Abstract: In recent years Thailand has achieved a rapid rate of development, but the development pattern has become more concentrated on the Bangkok Metropolitan Area (BMA). It was been argued that such unbalanced development has already divided the country into urban and rural Thailand. Regional planning policies have been adopted in order to narrow this gap. This has usually involved the preparation of a development plan in order to provide a framework for the regions. The Upper Central Region (UCR) study undertaken by the Office of National Economic and Social Development Board and the Japan International Cooperation Agency (NESDB/JICA) is the one regional planing study which has proposed a macro develop.ment guideline and programs and projects for six provinces, directly influenced from the rapid development of Bangkok Metropolitan Region (BMR). The impacts from such growth are both positive and negative, particularly on Saraburi province, determined by government policy as a regional urban center which is going to face of rapid industrialization, and where the problem of urban and rural development have become increasingly complex. Therefore, NESDB has adopted the main development issue that is proposed by JICA in the Seventh National Plan (1992-1996), the Greater Saraburi Industrial Core (GSIC) development program. It is necessary to analyze the development planning and implementation process for identification of problems, obstacles and possible solutions of the GSIC development. This study has indicated that lack of a clear implementation plan and a certain coordinating system and institutional arrangement and absence of a l~ad agency for coordinating development and management are most important factors causing slow progress of GSIC development.
