Abstract: Spatial analysis through map combination technique or map overlaying technique are one technique for optimization natural resources for rural development. While rural zoning and land use planning become very important as well. An application of a relative simple GIS package would assist local or district level for spatial data management and data analysis. Several problems and constraints in term of rural/agricultural development which relevant with the land use planning, should be determined and delineated spatially in the maps. Improper of land utilization in the area, increasing demand of land for agricultural development against environment awareness are the common phenomena in the rural agricultural based. To solve these problems the multi-criteria analysis should be done. The development of a methodology for multi-criteria analysis in l and use planning by application of a low-level GIS package and combination of spreadsheet is one of the objective of this study to identify, analyze and to solve these problems. The study demonstrated that this methodology can reduce the time consuming, man-hours , instead of manual map preparation and analysis. Land zoning map as a result of combination topographical condition of the area, the watershed area should be protected and the declared reserve forest should be keep as a forest as well. Several natural parameters such as the rain condition in the area, water resources potential, soil suitability to analysis the capability of land to certain crops, combined together with man- influences such as influence of service centre lead to the next derived map. Land use proposal for the area as the last result can be determined by application of this method, however, there is not the final land use recommendation, since several limitation faced during this study. Even this method has been developed with the case in the one District of Thailand, but with the similarity condition, this method and the application of simple GIS package may also applied in Indonesia.
