Abstract: The irrigation development in Cambodia has gradually increased with new policies supported in 2000 for effective irrigation management through the irrigation system was handed over to farmers to manage the irrigation system. Therefore, the main objectives of the research are to assess the institutional arrangement made examine the community mobilization of resources analyze the effectiveness of the irrigation management system identify factors facilitating or constraining effectiveness of irrigation management and to make the recommendation for sustainable and effective management of the irrigation system in the future. So, research finding showed that the performance of irrigation system management is still limited related to capability of irrigation management committees, rules and regulations application is still on the paper. Especially, weakness of institutional arrangement to manage the irrigation system. As result, the adequacy of water in downstream is limited if compared to farmers in upstream because ineffective water distribution mechanism and farmers in upstream challenged with commune council to intervene in case of they get surplus or insufficient water. Thus, it is leading to some jealous and tension between farmers in downstream and upstream therefore, frequency of farmers participated in operation and maintenance are not much satisfy as well as conflict resolution is not much acceptable for farmers especially farmers in downstream. However, proportion of irrigation fee payment is sky-scraping among beneficiaries and willingness of farmers’ participation is quite high. It is expressed about the sustainable irrigation management if the capabilities of irrigation management committee are well equipped. Therefore, certain recommendations were developed to enhance the performance of a farmer managed small scale irrigation system. These consists of Legal Recognition of the Irrigation Management System Strengthening and Effective Implementation of Rules and Regulations Management Improvement
