Abstract: Sustainable development has become more and more popular around the world as a more comprehensive way to move forwards, applied from local to global levels. In Vietnam, the process has also been initiated as a remedy for the decline of natural resources and environment quality. The establishment of Cham Island MP A, covering the areas of Tan Riep commune, an administrative unit of Roi An District, Quangnam Province, can be considered as one of the actions taken in regard. This study is primarily focused to develop the indicators for sustainable development of the communities within the MP A site. Top-down and bottom-up approaches are applied in the study. After the review ofCSD and MDGs indicators, the V A21, and Quangnam LA21, 33 indicators were selected to apply to the situation of local community. The district authorities were involved in the assessment of the selected indicators using ranking and rating. Low-weighted indicators were dropped. Interviews were conducted with the Commune and MP A authorities about the problems, needs, opportunities and constraints of the commune. Community discussions were also organized for the local people to identify their outstanding problems and practical needs for development, which were later double checked through the questionnaires. The combined results from both approaches kept indentifying 21 suitable indicators, which are expected to fulfill the community needs, responding to the local development targets, in accordance with the orientation of the government and meet the international standard for sustainable development indicators. Socio-economic data collected for testing the indicators, however, are not sufficient to judge the appropriateness of the indicators. Despite of that fact, the 21 indicators are still suggested to be used due to their importance to the community development, as well as the benefit to the Commune and MP A management.
