Abstract: The research evaluates the performance of PRSP Community Primary Schools project in selected villages of Lahore district. The study also examines the performance of government girls’ primary schools in the same villages on selected indicators to have comparative performance analysis of the two types of schools. The research was focused on enrollment, dropouts, cost and cost effectiveness of education delivery and quality of education delivery, facilities, services and community participation in two types of schools and the problems and suggestions of the children parents. PRSP community primary schools and Government girls’ primary schools were evaluated on the above mentioned variables. A field survey was conducted in Village Tarogil and Village Jia Baga Mandi in district Lahore. Data were collected from both primary and secondary sources. Primary data was collected through household questionnaire survey from parents of government and PRSP schools children. Secondary data sources included PRSP progress reports, school registers, village education committee records, Education Management Information System database, maps of the Lahore district and other official statistics and research reports of different organizations. Moreover, field observations, key informant interviews and focus group discussions were also conducted to have in depth primary information. Fundamental differences between two types of schools were found to be the level of community participation and ownership. In case of PRSP Schools level of community participation through its time and resources were found to be significantly high as compared to government girls’ primary schools. Enrollment in government schools found to be low as compared to the need and potential of the schools mainly due to poor location of the schools and lack of school teachers’ commitment.
