Abstract: This study investigates the process and methodology of NGO project monitoring and evaluation. It discusses the projects’ scope as well as the limitations faced in the process of monitoring and evaluation . NGOs are aware of the need for a systematic project monitoring and evaluation process. The main purpose of monitoring is to prepare suitable training for personnel or target groups, while the main purpose of evaluation is to help in deciding whether the project should be extended, continued or terminated. Monitoring and evaluation systems should be set up at the beginning of projects to be most useful. The efforts spent to collect information and the methods of collecting information are dependent on the project managers’ intended use of them. For the funding agency, project evaluation is most important. The most severe problem faced is a lack of agreement on expected results and on the means used to measure the results as compared to inputs and adopted goals. Fear of errors being detected is a reason why project monitoring and evaluation are avoided. Suggestions made stress on training, seminars and workshops to develop staff skills for systematic project planning. There is also a need for technical back-up and skills to undertake monitoring and evaluation and to set up appropriate indicators to measure the success of projects.
