Abstract: The research assessed cattle farming system practices by farmers in District of Oecusse, Timor-Leste. Main objective of the research was to study cattle farming system practices in rural area of district of Oecusse with several specific objectives were to identify key input factors contributing towards livestock production system, assessing the production and income from beef cattle, analyzing the policy impacts on farmers and finally to provide recommendations for strengthening the beef cattle faming. The research was conducted in three villages in which rural people are engaged Bali cattle farming as prime source of livelihood and located in Sub-district of Pante Makassar. A main tool used for data collection is survey questionnaire form with a total of 90 samples of respondents. In completing information needed, other data collection methods also encompass field observation, in-depth key informants interview and conducting group discussion. This research was focused on quantitative analysis with the support of data available. Farming system applied in study area is integrated farming between cattle and crops. Furthermore the way of farmers feeding cattle is fully rely on native pasture and always facing fodder shortage during dry season, however in order to fulfill fodder needed, farmers store agricultural by products and plant green foddersuch as leucaena tree on their own land as fodder reserves. This research found that the main source of livelihood of farmers derives from agricultural sector, and this sector has contributed 64.85% to farmers’ annual income. In terms of livestock sub-sector Bali cattle contribute 58.1 % of household’s annual income, whereas there is not any animal market established yet in District of Oecusse. On the other side, the National Directorate of Livestock and Veterinary already implemented several policies in order to help cattle farmer in improving their cattle farming system but the results showed that cattle development program in District of Oecusse
