Abstract: In the urbanization process, Hochiminh City has encountered with infrastructure degrading that exacerbates the already inadequate living condition of the urban poor. There have been various initiatives to improve the infrastructure and provide basic needs for low-income communities. This study aims at to find out the participation of women and men in lowincome areas in the context of a urban upgrading project Using qualitative method, the study employed observation, indept interview and focus group discussion as tools during field research. Respondents were various stakeholders involved in the project. The study conducted at the preparation stage of a pilot project in a low-income area in Ward 6, District 6, HCMC. The project’s objective is to alleviate the poverty of urban poor by adopting participatory approach as its main principal. Community people including Chinese and Kinh therefore have become the main stakeholder in the consultation process. People participation due to their houses will be affected by the project implementation, and their participation is influenced by various enabling and constraining factors stemmed from social relations, gender division of labor within households and organizations. Women’s participation faced more obstacles even a gender training was conducted in the preparation stage in the hope of promoting it. In addition, the fact that infrastructure and technical aspect is considered male spheres and the top-down character of the project also excluded women from participation process. The lesson learnt from this urban upgrading project is that it is necessary to create an appropriate mechanism for executing participato1y approach and gender planning should be taken into consideration in order women as well as disadvantaged groups will active in bottom-up planning process.
