Abstract: The research aims to assess how Co Tu ethnic minority group living in central region of Vietnam benefit from participation in BSM through collecting legally NTFPs i nside SUFs and participation in its intervention development programs. The research also examine influences of social and cultural norms which impacts to cultural harvesting and gender relations in commune and households regarding to local rights and roles in harvesting NTFPs. The results indicate that the benefit from collecting NTFPs after BSM introduction was not changed to compare with before BSM introduction. Furthermore , development activities under BSM could not have any impact on local people to div ersification livelihood strategies and increase household income regardless of gender issues, ethnicity, climate and soil conditions and gender concern s in Co Tu people. Women are limitations accessed participation in BSM’s program due to strong customary law in their ethnic group. However, BSM increases women’s knowledge on their equal rights and roles in access and control forest resource , hence it raises their sense on responsibilities on forest management and conservation. The results from findings will be provided some suggestions to BSM in order to reflect upon what this policy m ay include
