Abstract: The SEILA Program with technical and financial assistance of UNDP/CARERE (Cambodia Area Resettlement and Reintegration Project) was established by the Royal Government of Cambodia (RGC) to raise up the living standard of people of all Cambodians and accelerate development through decentralized approach. The SEILA Program has emphasized its implementation on capacity building of government and local organizations at provincial, district, commune and village levels and commit itself for the policy experiment on decentralized planning and financing. To empower the government and local organizations at various level, CARERE and other donor agencies including the United Capital Development Fund (UNCDF), provided technical and financial assistance to SEILA Program in designing local planning process (LPP) through the delivery of rural infrastructure projects financed by a local development fund (LDF) of UNCDF. The LPP has been implementing in the SEILA Provinces including Battambang, Banteay Meanchey, Siem Reap, Rattanakiri and Pursat using a decentralized and participatory approach in planning and implementation of LDF projects. The study was undertaken in two villages in two communes of Pursat province on the four rural infrastructure projects consisting of road and school construction, canal rehabilitation and well drilling. Major objectives of this research are to describe and analyze organization and management of the SEILA Program for LDF to specify the infrastructure provided and its rationale the extent and forms of people’s participation to provide people’s perception about the usefulness of the infrastructure and assess the prospects for its maintenance. The findings from this research show that the implementation of the four projects under study was successful. People were actively participated in all stages of planning process and effectively contributed their resources both in cash and labor as these were responded to their need.
