Abstract: The research deals with capacity building assessment in community-based rural infrastructure at commune level in Vietnam funded by World Bank during 2001-2007 and implemented by Ministry of Planning and Investment. The main objectives of the research were to assess capacity level of commune project coordination committee (CPCC) in performing their local planning process of community-based participatory process (CBPP) in decentralized rural infrastructure projects to study types and components of capacity building provided to examine the level of attendance and understanding of the CPCC in the capacity building program provided and obtain their feedback to assess the capacity level of the CPCC in local planning process of CBPP (planning, implementation and management) of the CBRIP to analyze factors affecting the capacity level of the CPCC to identify problems, constraints and potentials of the CPCC in the local capacity building program and to give recommendations to improve the performance of the CPCC and strengthen the capacity building program of the CBRIP. Capacity building program and assessment was focused on six stages of decentralized rural infrastructure projects consisting of commune project fomrnlation project selection project proposal preparation, feasibility study and approval project implementation monitoring and evaluation and operation and maintenance. The research was conducted in two communes in the central of Vietnam namely Nghia Yen and Nghia Lac using standardized questionnaire for CPCC members, group discussion and interview with stakeholders including, CPMU, PPMU, DTSG staffs, and CF. The study was applied on both quantitative and qualitative analysis. Main findings of this research showed the high level of accessibility and attendance of the CPCC on types of CBP and the usefulness of lessons learnt.
