Abstract: There are a great number of Chinese rural poor people still in poverty. So, the Central Government started up running the huge poverty alleviation programs all over the country since 1978. Human resettlement program, as one measure in poverty reduction, has been implemented in the PRC since 1950s. Duan Yao Autonomous County (DYAC) is a Poor County in Guangxi Zhuang Autonomous Region (GZAR). DYAC mountainous areas lack proper rural road, and the rural people are far from the market. Its limestone area is hard to absorb the rainwater. The drinking water is a problem for the local people in the dry season, needless to say for farming. Overpopulation leads to the inadequacy of agricultural land which becomes more scarce. Many elements force Duan local people to live in poverty, and have to continue to struggle for economic upliftment. Baxian resettlement project has been carried out since 1995 by DYAC’s Government. Four villages in Duan Yao Autonomous County, Guangxi Zhuang Autonomous Region are selected in this study as they are the sending area of the resettlement project. Baxian town locates in an advantage place. It lies near Duan County Town (DCT) on the south. There is a highway linking it with capital city and flourishing cities. Resettlement project has finished relocating mountaineer out the remote areas, and built a new townBaxian town for the settlers. All of the settlers have their new houses to live in Baxian. All of the settlers have received two mu uplands. This land acts as one living social security for settlers and this land can give settlers’ household compensation of the land contract: 350kg foodstuff until 2017. The land ownership makes a very important contribution on rural people, especially for the settlers-the new corner from the remote areas. Settlers’ have higher income compared to Duan average per capita income. The settlers work in their new hometown, and they enjoy their lives here.
