Abstract: Migration of rural poor in developing countries to urban centers and metropolis is well – known and dramatic phenomenon . Little is known, however, on migratory movement between rural region, particularly toward agricultural area . Spontaneous settlement into forest a reas is a sort of migratory movement between rural region outside government – assisted programme. It implies transformation in the use and the status of land and uncontrolled settlement development, like what had happened in Chaibadan forest reserve, in Lop Buri province, Thailand in 1960s to 1970s. Scattered settlement pattern that impede community building strong skewed distribution of land holding , that might lead to underutilization of land and lack of infrastructure to support economic activities of the people, were the problems in the area caused by spontaneous settlement. Government intervention to resolve the problem in Chaibadan forest reserve area was considered as an important action to be taken. In 1975, under the Cabinet decree, the Chaibadan Land Settlement Co-operative was established to tackle the situation. This study was set out to assess the performance of the CLSC after 15 years since its establishment. All activities have been done and are being done, emphasizing the maximum utilization of land use, the changing the illegal status of squatters, and the setting-up of permanent community. These are the way had been taken to resolve the problem. The study found that there were still a bundle of problem faced by the CLSC in implementing its programme. The problems were either internal constraint such as insufficient man power available and insufficient authority given to the CLSC, or external problem such as the existence some sort of dubious status of document on land issued by District Administration. The study has recommended that such scheme similar to the CLSC has to be introduced in a broader perspective of the existing political, legal, and economic milieu.
