Abstract: Many public sector projects in Pakistan have failed to attain the goals set forth and such failure is commonly encountered for unavailability of funds at the appropriate time. Therefore, the present study was conducted and presented to ascertain the nature of the problems of financial management in a public sector project in Pakistan and to derive an appropriate solution package. In this study, it is found that the unavailability of finances at the correct time is of secondary importance, in the list of the problems of financial management. This problem only appears in second rank but there are also two other which are of major importance, namely the unrealistic regulations within WAPDA and the ignorance and carelessness of officers with regard to matters. However, of importance is the problems of the ill definition of duties of officials concerned with management’ . In this study, the problems of financial management in the Chashma Right Bank Irrigation Project (CRBIP) -a public sector project which is under implementation by the Water and Power Development Authority (WAPDA) are identified. The identification or problems is based upon analysis of a questionnaire, and upon free in-depth interviews. The questionnaire was circulated in one sample division of twelve departments of the CRBIP, and two bf the free in-depth interviews were conducted in another sample division. These twelve sectors of the CRBIP had either implemented or were implementing their part of scheme by 30th of June 1979, and the two sample sectors were selected on the basis of maximum deviation of actual time taken from the appraised schedule. Having identified the problems from the two sample sectors, they are subjected to the Relational Matrix Technique for the ranking of the problems, -the setting of objectives based on ranked problems and the division of the means for achieving the original objectives i.e. the solution package.
