Abstract: The study id aimed at analyzing the mechanisms used in planning- identification of problems, project feasibility/preparation, appraisal and implementation-the Mindroro Integrated Rural Development Programme and its effectiveness. Mindoro which is the first area tried with integrated approach in the Philippines was chosen as the sample area. Two of its project components – irrigation project (national and communal schemes) and assistance to cultural minorities were included in the study to test the presence of popular participation in the planning of the project. Two types of respondents were interviewed from the planners were discussed qualitatively while the measure of the extent of awareness and participation taken from the interview of the target-beneficiaries were analyzed statistically, Simple frequency tables, chi-square tests and Quantification Theory II were utilized. The MIRDP being a multi-sectoral and comprehensive approach to rural development involved different agencies and formulating bodies with different policies and functions. Internal and external problems were encountered in the coordination and integration of different agencies and committees involved. The respondents, generally, were aware of the existence of the project but only 1/4 of the total sample participated in the planning of the project. People’s level of awareness and participation in the project was greatly affected by accessibility to information, economic status as family income and amount of lowland owned. A model of IRD planning and implementation is recommended to have an active vertical implementation and integration. Likewise, strategies to motivate grassroots to participate in all levels of participation were suggested.
