Abstract: The study sought socio-economic impact to: 1) analyze and evaluate the socio-economic impact f SFDP. of small farmer development project 2) determine how the role of GU/ARF affect the effectiveness of the project 3) determine the factors significant in the success of a project 4) determine the extent of participation of the farmer on the project 5) determine the attitude of the target groups towards the programme. The FAO/ASARRD project located in Barangay ben. Luna, Llanera, Nueva Ecija, Philippines was covered by this study. Three sets of respondents giving a total of 70 small farmer and peasant respondents and one group organizer/action research fellow were interviewed in t he surv8y to get a deeper impact of the program. The interview schedule was used as instrument for data gathering. This study examines the Planning from Below Concept. in the project area and the socio-economic impact of the small farmer development project (SFDP) on the target group to determine if the project is favorable or unfavorable in the rural development process of the area. The planning from below concept of this project was examined by determining the role of the group organizer/action research fellow (GO/ARF) of the project area through interview and by knowing the reasons of the members in joining the group, the extent of participation of the members in the planning process, the attitude of the beneficiaries and the people around the project area on the implementation of the project. There are two sections in the analysis of the impact. The first examines the social impact which is generated by social status, drinking water, education and the medical and sanitary situation of the small farmer and peasant respondents The second part comprise the economic impacts of SFDP.
