Abstract: The study is aimed of finding out the role of a group of small entrepreneurs supported by the government, namely SIK in the development of small – scale industry in Subang District, Indonesia. The study examines the program approach, facilities and services provided and utilization, the activities, problems faced, as well as the views of people or non SIK members about the group and the problems of program implementation. Emphasis is particularly laid th9 rolQ, satisfaction with and problems in the implementation and using the government support for the program implementation relating to: time, nature of activities, entrepreneurs condition, problems faced, and support needed. The Index of Satisfaction is used to find the program achievement in terms of achievement of the objectives, role, and in promoting SSI development. Further study of the tables of time, activities and the respondents understanding of the program, support from government, the progress achieved and type of industry, is to know of the effect on the program implementation. The findings reveal that the implementation of the program is far from satisfaction from what was expected to be. The program achievement in relation to seven variables selected was analyzed and it was found that, except activities and understanding of the program, the selected variables have little effect. The less coordination among members and other organizations, and less participation from members are the main factors. Marketing appears to be more important. The type and nature of industrial activities in relation to the program appears to affect the activities of SIK and the poor management of marketing problems led to dissatisfaction among the respondents. Paradoxically it caused more problems to the entrepreneurs. Finally, recommendations for planning and for further study are suggested on the basis of the findings.
