Abstract: Like other cities in Asian countries, Hanoi is urbanizing rapidly. This is due to increase in urban population and is creating heavy demands on supply of housing and social/physical infrastructure, especially in the suburbs. The state has very limited financial capacity for investing in construction to meet necessary demand. An efficient solution to overcome this problem is still being researched. This study concentrates on an urban residential area in the suburb of Hanoi. It represents over 50% of residential area with urgent demand for providing housing and infrastructure in Hanoi presently. The study area is a former traditional village. It is located in the southern part of Hanoi City. Specifically, it is in the Hoang Van Thu sub-district, which belongs to Hai Ba Trung district. The majority of habitants of this area work in informal sector. They have low education level and low income. The shortage of initial investment of necessary infrastructure has resulted in a bad housing situation and inadequate road network, water supply and drainage system, which are leading to bad quality of environment. The efforts to improve the above mentioned situation by the local government and people have been made, but it is still very little compared to what needs to be done. There is a need for an efficient solution in order to change this situation. The analysis of the issues and the recommended solutions for improvements were based on the primary and secondary data. The socioeconomic characteristics, housing situation and residential environment were understood through questionnaire survey of 100 households. In addition an overview of policies, which relates to housing development, was done. It reviewed housing, land, finance and urban management policies. Assessment of the role of developers was taken in to account by direct interviewing managers at the state enterprises and the private companies.
