Abstract: Regional planning was adopted by the Republic of Philippines as a method of eliminating regional disparities in development through decentralization of the planning process. To be effective in its aims, it requires a measure of public participation in the planning process. This research was aimed at examining the provision and extent of participation in the regional planning process. The Regional Development Council composed of governors, city mayors, and regional directors of line agencies is mainly responsible for planning and coordination of projects and programs. It discusses problems, identifies needs and proposes possible solutions in the light of basic guidelines received from the central government but it has no budgetary power. Planning at the local level is done by the Department of Local Development and Community Development with a relatively broader base of representative participation. These plans are taken into consideration in preparing regional plan. More emphasis has been laid on representative and inter-agency participation in the planning process. Conducting surveys and, sometimes, public hearings, consulting people through local officers are the tools used by planners to identify needs and opinions of the people in cases where planners feel it necessary. Little effort has been made to present plans and proposals for public discussion after they are formulated, especially at higher levels.
