Abstract: This thesis attempts to evaluate the economic effects of a pilot land reform project which adopted an integrated approach to land reform and agricultural development. The economic effects ‘ variables are measured £or the target group inside the pilot project and also measured for a control group outside the pilot project area, both before and after the policy inputs are applied. The economic effect indicators selected for evaluation are the changes of income and dependency on middlemen. The results of the evaluation reveal that there was a decrease in income and an increase in the dependency on middlemen in the pilot project group relative t o the control group. Therefore the pilot project was found. to be unsuccessful in terms of economic effects.
