Abstract: Industrial concentration and port activities have drawn a large number of mi grants to Chittagong, the second largest city of Bangladesh . Dueto economic constraint, thse migrants have found their home in slums and squatter settlements where critical housing condition prevails . This ca l ls for the need of urgent improvement, . But preΓÇörequisite to the improvement programme is a detailed study of the existing housing delivery system, priority for improvement and the ways and means of doing the improvement, especially in case of I owΓÇöincome settlements . But there is a severe lack in this respect . This study concentrated on exploration of different systems and subΓÇösystems of lowΓÇöincome housing arrangement, in and around industrial concentrations of Chittagong, detailed study of some chosen lowΓÇöincome settlements, scope for formulating a realistic lowΓÇöincome housing project as well as identification improvement areas of the existing settlements. The research design involved select ion of four slum settlements and a proportionate 15 per cent sampling from al l households, sampling units being selected from each slum using simple random technique. The study identified first housing delivery systems and subΓÇösystems of I owΓÇö income people and 1 ate r areas of improvement of the existing settlements, The results also showed that the provision of lowΓÇöcost housing would be feasible for industrial / port workers as well as other I owΓÇöincome people in Chittagong city, with no appreciable subsidy,
