Abstract: International NonΓÇöGovernmenta1 Organizations have been present and active in almost all corners of the world, from the most developed countries to the least developed ones, trying to reach out to the poorest sectors of the populations in those areas, bringing to them emergency and development assistance of which they are so much in need. There have been a number of efforts to explore how these international NGOs operate in developing market economies However , few have been aimed at studying the way these NGOs operate in a centrally planned economy. This study is among the first attempts to explore the role foreign NGOs from developed market economies can play in a socialist context and investigate whether the NGOs and the GOS have a common ground upon which they can build a common framework to maximize NGO assistance to the Vietnamese people The study tries to understand the present framework of coordination and cooperation between the NGOs and their Vietnamese government agencies at all levels. It also attempts to identify the various approaches, strategies and ideologies as well as the various requirements of the different NGOs and tries to establish which of these are acceptable to the Vietnamese context. The study deals with the coordination between NGOs and GOS in five aspects: the need, the purpose, the method and the level of coordination by using both objective and subjective approaches. Problems of coordination as well as the possible ways to overcome them are looked at by the study.
