Abstract: The New Agricultural policy of 1988 embodies a deep renovation of .economic policies with respect to agriculture and the rural area in vietnam. It radically deal with a number of shortcomings in agriculture accumulated over the years which prevented the development of this sector , such as the ineffective and inefficient operations of the cooperatives, lack of encouragement family economy, inadequate attention paid to private economy and so on. However, under the New Policy, some problems still exist such as imbalance land distribution, lack of ┬╖facilitating factors for the improvement of farming system, system of land tax and contract quota inappropriate, low agricultural productivity and farmers ‘ income . This study attempts to explore the effectiveness and the constraints of New Policy on land u se and agricultural production in a selected area of midland district. The survey of the farm households showed that the principal constraints causing low farmers’ income were 1) Rice monoculture and low profitability of rice crop in midland area . 2) Efforts have not been sufficiently made for the promotion of industrial crops, livestock rearing and non-agricultural production. 3 ) Lack of capital and materi.al s for investment. 4) Land US( ! pattern is unreasonable 5 ) Have no direct marketing links between Hanoi capital and Melinh district. Diversification of crops in midland district can be done by expanding the area under some industrial and foodstuff crops as tobacco, mulberry, sugarcane, groundnut, green tea improvement of livestock r0.aring and non-agricultural production consolidating and developing State-run and cooperative services to supply the inputs and consume the agricultural products. These measures would improve resource productivity and farm income.
