Abstract: In trying to find solutions for urban housing shortage, the Indonesian Government has introduced several housing laws relating to the provision of multi-storey flats for the low-income group and the upgrading of the squatter settlements on government property. The Bandar Kemayoran Housing Project in Jakarta, is the first project implementing these policies. The mayor objective of the study is to evaluate whether this project was successful. The study looks at the government administrative set up, the people ‘s participation, the households characteristics, the living conditions and the project management system, to find out the alternative solution for the low-income housing problems. The analysis of the data survey, result in the following general conclusions ~ (i) Urban development through upgrading of the squatter settlements on government property with a multi-storey flats system is a n important tentative solution for low in come housing group. (ii) It is difficult for the low income people to live in the multi-storey flats due to limitations on finances, un suitable regulations a nd spaces arrangement and psycho logical restrictions (habitability and human impression). (iii) To solve the shortage of low cost housing, and to implement suitable government policies there is a need for inter ministerial approaches with a central focus on people ‘s participation. More cross subsidy is needed to increase the affordability of the dwellers. The main conclusion of this study is that the project is successful from the housing demand point of view, but not from the dwellers right point of view. The study recommends an improved institutional framework for the formulation and implemen – tation of housing policies, a progressive increase of the compensation for evicted squatters with the period of stay, people’ s participation in all phases of project planning and implementation, a more suitable design of the multi-storey flats, the utilization of locally available building materials to reduce co
