Abstract: The people ‘ s volunteer we ir progr am is concept uall y based on the wil l ingness of people t o be a part in t he proj ect. The proj ect had been exper i mented by Khan Kaen unive rsity (KKU) and New Zealand (NZ) for many years bef ore it being adopted by the Department of the l ocal Admi nis tration. However , i t is l i ke l y tha t the ma i n concept of the progr am can be easily dist orted unde r the bureauc rati c management, caus ing many pr oj ects end in failure . In othe r words , people mos LJ. y do not pa rticipa t e in the proj ect and t he major proportion of the benefits i s not ob t ained by the maj ority of t he people . According to the findings of the study , the most seri ous problem whi ch made the proj ect uns uccessful was the non-adoption of the bottom-up approach . The implementa tion process of t he project was in fact in line with t he dm ls ~ati n process fr om the centre . Furthermore , it was also shown t hat the working t e am for encouraging people to pl ay the major part i n the proj ect still l ack good coordination. Above all, the proj ect cannot attract much a ttention from the villagers due to its limitation of benefits . Besides, it a l so requires free contribu t i on of villagers’ l abour. In order to find ou t the options for the implementat i on of t he proj ect so that more benefits for improvement of agri cultura l produc tion can be gained and mor e villagers can take part in the proj ect, recommendations have been proposed. These include the ana lys is of problems and impac t, the strat egi es to ca rr y out the proj ect. Mor eover, the furt her study to impr ove the small scal e water development i s al so r ecommended.
