Abstract: The resources in the third world countries like India are limited. But the demands to utilize these resources are growing. In India people are facing number of problems due to the location of service centers. It is recognized that service center plays a very important role in the economic growth process. This is because service is one of the needs of human beings in society and it directly affects the quality of life. So limited resources plake it imperative that the measures to be taken for development should enable the society to have better opportunities to derive benefits from the available resources at the maximum possible extent. This research will examine the identification and accessibility of service centers for regional planning with the help of GIS tools and techniques. Over the last two decades there has been a significant amount of geographical research relating to the supply and demand of services. However, relatively little quantitative research has been directed towards spatial analysis of service sector. The broad objective is to identify and make accessibility analysis of service centers for planning and distribution of services using GIS related methods and techniques. Kendrapara is one of the coastal districts in Orissa. It has good natural resources as well as human resources. Plenty of agricultural resources, which can boast the economic growth of the district but unfortunately the district, is facing frequent natural calamities like flood and drought. For that reason its economic condition is going downward. Planning of service center is essential for the development of the district. District service centers are dispersed towards the coast and accessibility is difficult due to cross flowing of rivers. Due to the natural barrier, create a number of problems for service center analysis.
