Abstract: Growth center policy, as an effective instrument for regional development, has been evaluated in terms of its social and economic impacts on the surrounding rural areas. The Taxila-Wah Region in Pakistan has been selected as an area of study, Taxila-Wah being the growth center while the region beyond as an area of impact. The economic impacts of the growth center are considered as its potential to generate income in the surrounding rural areas. This aspect has been covered by investigating the amount of income generated per unit of expenditure by different sectors of economy, namely, factories, government establishments and service sector, town residents, commuter workers, resident workers and rural households, through multiplier analysis. The socio-economic aspects of the study highlight the significant changes in income, consumption, occupation, migration and commuting patterns in the region during the past fifteen years. The dependence of rural households on social services present in the town and their level of modernization, as attributes of the impacts of the growth center are also studied. The findings concerning favorable and unfavorable impacts of the growth center on the surrounding rural areas show that it has failed to generate significant developments in the region. A synthesis of the findings of five similar types of studies conducted in different parts of Asia, revealed that the growth center policy tend t o have insignificant contribution to the social and economic development of the region.
