Abstract: There is no doubt that after nearly four hundred and eighty years of Spanish colonization, Cebu City has still retained its historic significance. The few historic resources which are the remnants of its historic past needs protection and has the potential for boosting the tourism industry of the city. Although, there are a lot of national and local laws passed for the preservation of historic resources, massive support is needed from both public and private sector as well as, most importantly the adoption of a conservation program for the city to follow and be integrated in their proposed Cebu City Master Plan. Notwithstanding, the city’s rapid population and economic growth has brought about development pressures and traffic congestion in the historic area, thus further constricting and obscuring its historic significance. The conflict between a high density urban core and an old inner core must be harmoniously enhanced, since it is necessary to retain the city’s historic identity while also accommodating modern development. Thus, a viable urban conservation program which allows the blending of both old and new developments within its periphery and captures private land owners’ active support must be in place. The use of a strategic planning approach in this study further strengthens the weaknesses and inadequacies of conventional urban planning techniques. For instance, tlu┬╖ough the integration of socio-economic trends and the assessment of the city’s zoning ordinance and short term traffic management schemes, a more wholistic approach to problems resolution is achieved. In a strategic planning process, more information and insights were gathered which create a clear understanding on the existing historic fabric of the downtown area as well as, relate it with its present condition.
