Abstract: Development is a process which is intended to constitute welfare for the people. Unfortunately like many other developing countries Indonesia is no exception where economic growth and development takes place in the middle of no or little change of the condition of the poor. The poverty condition tends to persist for the certain groups in the Indonesian society. Many poverty alleviation program have been undertaken in Indonesia targeted to various poverty groups. The case of traditional fishermen as a poverty group should have received greater attention than it has received so far. In Indonesia settlement projects for the traditional fishermen have been launched to reduce their vulnerability as a poverty group since having no fixed and permanent shelter has affected their life condition . The main objective of this study has been to assess the contribution of the settlement project on poverty alleviation on the basis of a case study of the traditional fishermen in Plabu hanratu, Sukabumi, West Java. The study is based on a survey of fishermen households in the settlement project and fishermen from out side the project selected as a control group. A questionnaire survey was carried out during May – June, 1991. Fact finding on major problems of the traditional fishermen provided data about seasonal variation in income, education, people participation in community activities a nd in marketing system . Collected data was used to test hypotheses regarding the effectiveness of the settlement project in improving living standard, improvement of sanitation and health condition, raising fishermen income and facilitating better education for the fishermen children. Analysis of the data reveal that the project has been successful in improving the fishermen to get involved in community activities which has positively affected sanitation .
