Abstract: Promotion of SSC is in Y-S Industrial Zone is an important constituent of the industrial development strategy in Indonesia aiming to achieve the twin objectives of growth and social justice. It is a very difficult task , indeed. Basic development ingredients such as infrastructure facilities, skills and entrepreneurship are generally lacking in most areas and are mostly located far away to capital or metropolitan city. Productive resources , therefore, continue to remain unutilized or under utilized in many parts of the country. Industrial use of such resources for increasing agricultural production and creating employment opportunities in the nonagricultural sector needs a series of well-identified, organically integrated and administratively co-ordinate measures. These measures relate principally to the delineation of each location with industrial potential, identification of industrial uses of resource utilization by analyzing efficiency and productivity of using labor and capital , selection of suitable industries according to their economic performance and linkages pattern. The precise goals of this study were to contribute in these respects through an assessment of the performance and potentials of t h e SSC is in the Y- S Industrial Zone. With the above in view, SSC is in the three categories of growth centers (large, medium, and small) are examined to show how the SSC is enterprises operate at different location of various sites. This helps both in determining how the enterprises perform in different urban setting, and in deciding at what level within the industrial zone planners should concentrate investments to stimulate the growth of small-scale and cottage industries as instruments for regional development.
