Abstract: This study is about the participation of shrimp farmers in the planning and management of their activities in the Kung Krabaen Project. Among other concerns the Kung Krabaen Bay Royal Development Study Center(KKBRDSC) deals with community development through the coordination of education and research. Both secondary data and field survey show that the development planning process of the Project is dominated by officials and specialists. Nobody is responsible for encouraging the shrimp farmers to participate in the planning and management process of the Project. The shrimp farmers just follow and participate in the project activities when necessary. The Project realized these problems and tried to solve them by arranging a workshop of departmental staff who coordinate and work together in the project. The results of the workshop pointed to the need to work closely with the local people and to support them in planning their lives by themselves. The findings of the field survey showed that the shrimp farmers did not participate in planning and management of the Project which need their own decisions. This make them suffer from shrimp farming. They did not have opportunities to participate in decision making in the KKB project activities but they need them to solve their own problems. They have their alternatives to solve the problems by participating in planning and management of the KKB project. The strong recommendation from this study is that the officials have to recognize ideas of participatory planning toward strengthening the empowerment people’s organization. They should support shrimp farmers to study and identify their needs, to formulate and decide the development programs to overcome the problems, to implement these programs to monitor and review their process and effects, and to decide what further measures are .needed.
