Abstract: The Government of Myanmar highlights agro – based to industrial – based economy to turn the country into a modern nation. It is today’s next frontier in Asia. Offering new opportunities to Foreign Direct Investment (FDI) in the developing industrial sector such as Special Economic Zones (SEZs), Free Trade Zones (FTZs), Industrial Zones (IZs) . With the vision creating a regional hub of industry, the government established Hpa – an industrial zone in Kayin State. It s policies aim at stabilizing peace, creating job opportunities for the minorities to come up poverty and expects at attracting back of reversing the trends of migrants in Thailand. The study firstly presents the institutional framework of Hpa – an IZ, the scope of rules, policy and government expectations on the project. It highlights an analysis of the benefits of Hpa – an IZ to the local people beyond government promises and official discourse during its short – term initial operating period. This is an exploratory research . It analyses the socioeconomic conditions of the study area , and significant factors, what are the real opportunities and challenges to bring the benefits to the local people . The systematic acquisition and assessment of information is to provide useful feedback locals, private sectors, government officers, and other relevant const ituencies about the Hpa – an IZ. A survey research was applied to get information from a sample of 90 households about profiling and questions as their expectations on the project, and as well as the situation of out migration trends in the study area . Moreover, the community’s suggestions, opinions, attitudes to wards the project were collected through interviews, non – formal discussions and focus group discussions . Other data relate to factory workers and owners of the factories . The government sees the study area
