Abstract: This is a micro study on prospects and problems of entrepreneurship Development in a rural community of Orissa State. This study aims at studying a rural community in terms of resources (Natural and Human), it is endowed with, the king of on going economic activity that the community is carrying on, and the type of constraints that actually hinder the promotion of entrepreneurship development in the community. It is found that poverty, lack of information, lack of motivation and political constraints are the main barriers for entrepreneurship development in the community, where as extension, infrastructure, lack of coordination and apathy on the part of the promotional agency, in real practice, slows down the promotion of entrepreneurship development. Due to the limited resources, insufficient existing infrastructure, the present industrial environment and on the non willingness on the part of the beneficiaries, only a few schemes could be started in the community. Finally it is recommended to give a higher stress on the Chinese Four Locals viz.local skills, local finance, local raw materials, local markets, for a micro industrial planning and a systematic training progremme for the potential youths in the community for promotion of entrepreneurship development programme.
